Second report on the inquiry into children in institutional or out-of-home care - March 2005

'Protecting vulnerable children: a national challenge' was the second part of the Australian Parliament's inquiry into children in institutional care. This follow-up report:

  • explored some of the issues raised in the first report in more depth
  • documented responses from some churches and agencies to the findings of the first report
  • looked at more recent State and Territory inquiries
  • examined current structures for the care and protection of children in Australia
  • investigated the out of home care of children with disabilities
  • explored the nature of juvenile justice and detention
  • examined foster care practices in more detail

The concluding section of the inquiry dealt with the type of future care the nation should provide for children who needed to live apart from their families.
